《社会政策》课程介绍

社会政策，是通过国家立法和政府行政干预，解决社会问题，促进社会安全，改善社会环境，增进社会福利的一系列政策、行动准则和规定的总称。其核心是解决市场经济下公民的社会风险。一般认为，社会政策起源于1873年德国学者组织的“社会政策学会”。 作为一门应用性学科，社会政策的研究内内容主要涉及政策产生过程的理论和方法，以及政策在各个相关领域中的应用这两个方面。在后一个方面，社会政策又可分为狭义和广义两类。狭义的社会政策范围仅仅涉及劳工及贫民生活，而广义的社会政策则包括国民福利、就业、住房、健康、文化、教育、人口、婚姻与家庭生活、社区及社会公共环境以及宗教等等。显然，狭义的界定所对应的只是狭义的社会福利政策，而广义的界定则对应于各种社会问题的研究。

The Department of Social Policy at theLondon School of Economicsdefines social policy as "an interdisciplinary and applied subject concerned with the analysis of societies' responses to social need. It seeks to foster in its students a capacity to understand theory and evidence drawn from a wide range of social science disciplines, including economics, sociology, psychology, geography, history, law, philosophy and political science. Social Policy is focused on those aspects of the economy, society and policy that are necessary to human existence and the means by which they can be provided. These basic human needs include: water, food, and shelter, a sustainable and safe environment, the promotion of health and treatment of the sick, the care and support of those unable to live a fully independent life; and the education and training of individuals to a level that enables them fully to participate in their society".The Malcolm Wiener Center for Social Policy atHarvard Universitydescribes social policy as "public policy and practice in the areas ofhealth care, human services,criminal justice,inequality,education, and labor."Social policy might also be described as actions that affect the well-being of members of a society through shaping the distribution of and access to goods and resources in that society.Social policy oftendeal with wicked problems.

社区工作是一种直接社会工作的方法。1962年，美国社工教育课程委员会正式将社区工作纳入社会工作的基本方法中，成为与个案工作、团体工作（小组工作）并列的社会工作三大工作方法之一，此举为希望于个案工作和小组工作的微观视角之外，扩充社会工作的宏观分析角度，最终令当事人的问题能全面得到处理及解决。
