Undergraduate Education Cooperation Program in Electronic Information Engineering between Qingdao University of Technology and Buryat State University, Russia

The cooperation programwas approved by the Ministry of Education in 2026(Approval Code:MOE37RU2A20262835N), and the enrollment begins in2026with an annual intake of 120 students.

This program adopts the 4+0 model, andstudents areadmitted through the national unified college entrance examination(Gaokao). Students study at Qingdao University of Technology for 4 consecutive years. During the study period, some courses are taught by faculty members from Buryat State University. Upon completion of all required courses and of all graduation requirements, eligible studentswillbe awarded a Graduation Certificate and Bachelor’s Degreeby Qingdao University of Technology, as well as a Bachelor’s Degree in Information System and Technology by Buryat State University. The overseas degree can be obtained without studying abroad.

Introduction of Buryat State University

Buryat State University (BSU) is one of the oldest comprehensive classical universities in Siberia, located in Ulan-Ude, the capital of the Republic of Buryatia, Russian Federation. Founded in 1932 as the Buryat State Teachers’ Institute, it was officially reorganized into a full-fledged state university by the Decree of the President of the Russian Federation on September 30, 1995. In 2018, the university was officially named after Dorji Banzarov, a prominent Orientalist and scholar.

As the core educational and scientific hub of the Baikal region, BSU operates a complete continuous education system covering colleges, undergraduate programs, postgraduate and doctoral studies. It consists of 6 institutes and 7 faculties, offering over 200 academic disciplines ranging from Oriental studies, information technology, artificial intelligence, medical science, ecology, tourism, economics and management to law and pedagogy.

BSU maintains formal cooperation agreements with more than 130 higher education institutions across Europe, Asia and the Americas. Relying on its unique geographical and disciplinary advantages in East Asian research, it has established stable long-term joint training, student exchange and faculty mobility programs with dozens of Chinese universities, including joint double-degree projects for undergraduate and postgraduate students. 

All academic degrees issued by BSU are fully recognized by the Ministry of Education of the Russian Federation and certified by the Chinese Service Center for Scholarly Exchange (CSCSE). The university’s educational philosophy centers on integrating Eastern cultural traditions, Baikal ecological resources and modern digital technologies to cultivate globally competitive professionals with cross-cultural competence and practical innovation capabilities.
