Qingdao University of Technology Approves Its First Master’s-Level Sino-Foreign Cooperative Education Program

On December 31, the Chinese Ministry of Education announced the approval results for Sino-foreign cooperative education institutions and programs submitted in the second half of 2025. The Master’s Program in Electrical and Electronic Engineering jointly offered by Qingdao University of Technology (QUT) and Woosuk University (South Korea) has officially passed the Ministry’s qualification review and been published on the official information platform for Sino-foreign cooperative education supervision. This program is not only the first master’s-level Sino-foreign cooperative education program at our university but also the first such master’s program in the field of electrical engineering in Shandong Province.

In 2025, building on prior good communication and exchanges, our university partnered with Woosuk University to apply for this joint master’s program. Under the strong leadership of the University Party Committee, all members of the program task force (from the University Administration Office, Organization Department, Propaganda Department, Human Resources Office, Office of International Affairs, Finance Office, Asset and Laboratory Management Office, Student Affairs Office, School of Information and Control Engineering, and School of Marxism) demonstrated a high sense of responsibility and dedication. They worked together to complete 38 application documents (totaling nearly 2,000 pages in both Chinese and English), including the program agreement, feasibility report, curriculum plan, teaching schedule, and syllabus. The team also held two expert review meetings and five special project promotion meetings. During the finalization stage, the Officeof International Affairs and the School of Information and Control Engineering carefully scrutinized every word and verified every figure in each application document, ensuring rigor and accuracy. The application was submitted on time to the Shandong Provincial Department of Education. On October 16, 2025, Miao Jijun, Vice Presidentof QUT, led a team consisting of the Office of International Affairs, the Finance Office, and the School of Information and Control Engineering to Jinan to successfully complete the on-site defense, earning unanimous recognition from the experts and a recommendation from the Provincial Department of Education. Subsequently, the program passed the expert review of the Ministry of Education, achieving a new breakthrough in master’s-level Sino-foreign cooperative education and further elevating our university’s international education standards.

The program has a two-year duration and admits students outside the national unified entrance examination plan. The first cohort of students will be enrolled in September 2026. The program adopts a “2+0” delivery model, with joint instruction by Chinese and Korean faculty. Students will complete all coursework as well as their thesis writing and defense at our university over the two years. Upon enrollment, students will be registered as Woosuk University students. After completing the program and meeting the graduation and degree requirements of the partner university, students will be awarded a Master’s degree in Electrical and Electronic Engineering from Woosuk University. This program will broaden pathways for students to pursue further studies, cross-border employment, and career development, helping them grow into highly qualified professionals in the field of electrical engineering.

The successful approval of this program not only fills the gap in master’s-level Sino-foreign cooperative education at our university but also establishes an important bridge for engineering education and industrial cooperation between China and South Korea. Looking ahead, our university will continue to deepen teaching and learning reforms in Sino-foreign cooperative education, integrate high-quality educational resources from both domestic and international sources, and strive to build a high-quality cooperative education system, contributing to regional economic and social development as well as the cultivation of high-caliber talent at the national level.

Appendix: Brief Introduction to Woosuk University (South Korea)

Woosuk University

Founded in 1979, Woosuk University is located in Jeonju, one of South Korea’s most renowned historic and cultural cities. It is a four-year university recognized by the Chinese Ministry of Education. Woosuk ranks within the top 30% of South Korea’s higher education system and is recognized by the Korean Ministry of Education as one of eight “S-level” universities, demonstrating its academic excellence. According to the 2023 QS World University Rankings, Woosuk University is placed in the 551–560 range globally. It ranked 81st in the Times Higher Education (THE) Asia University Rankings (2022) and firmly within the top 15 private universities in South Korea. In the 2021 THE Asia University Rankings, Woosuk ranked 46th. The Electrical and Electronic Engineering program is part of the university’s College of Science and Technology. It serves as a core discipline underpinning the development of Woosuk’s engineering fields and aligning with South Korea’s national strategic industries in energy, power, electronics, and information technology.
